The certificate may not be required if other conditions are met, e.g. the driver has not been in the country of origin for several years and is able to prove it and the authority will agree to it
If you are staying in Poland for more than 6 months, it is necessary to exchange it for a Polish driving license, without this exchange you are formally not authorized to drive a car!
